Where can I buy fasteners like this?

I really like the fasteners that the ESEE knives use on their handles. The countersunk screw into the threaded sleeve.

I need a 1/4" threaded sleeve if possible. If anyone knows where I could buy them all together that'd be great!

The "sleeve" is a threaded standoff. I use them in various lengths and with a .250" barrel diameter they come threaded 10-32.
