where can i get this type of hardware?

like the tighteners they use on motorcycles to tighten up the chain you know they are on the back axle you loosen the tire and turn the nut and it pulls the tire back i need some type of fstener like that.??????????

Have you checked your local biker bar, say about 1:00 AM?
You may need a couple wrenches and some kind of defensive device.
