I have seen lots of people convert the standard rivets on their alox Swiss Army knives to what looks like torx or Allen bolts. I was wondering where people find those size bolts and also what’s the best way to swap them out? I’d assume you just cut out the old rivets with a dremel or something. Anyone know?

Most of the conversions are done by experienced modifiers, not rank amateurs. The larger knives utilize 1/8” diameter internally threaded (#2X56TPI) barrels. The barrels and screws often have to be cut to length to match the thickness of the knife. The blades have holes which must be enlarged to accommodate the 1/8” barrels. This usually entails carbide bits and a drill press. Assembly can also be difficult without the proper tools and jigs. Tool swapping can involve spacing washers if tool thicknesses vary.
Knife maker supply houses have the screw sets. YouTube has many videos for DIYers.

Let's not forget that professional SAK modifiers where once rank amateurs as you call them
