I have a stripped Heavy Duty that looks very similar. Everything besides the clip point. Makes me think that it's a custom off a Heavy Duty.
 
Looks to be an early stripped Infi Active Duty. I would say the top swedge was likely added after stripping.

On Battle Grade AD's the front of the scale stops just into the space above the Talon Hole, the older Infi AD's have slightly longer scales and go about 80% of the way into the Talon Hole.

This is just my experience and opinion but I've got 6-8 AD samples to compare and the scales are a consistent difference.

I'd lean towards saying it's a modified Military Overrun AD or MAD. Here's a pic of a stripped heavy duty on top, logo still visible, and a stripped, sterile MAD on the bottom. Look at the size of the talon holes too. HD talon holes were smaller than normal for sure. HD is only slightly thicker. There were tons of Ganzaa Active Duties released too but I don't remember seeing a combat grade with swedge off the top of my head.
