Which combination of belts/buffs/compounds for polishing carbon steel blades?

This is for finished knives - mostly folders and custom or factory made knives with carbon blades. I also often need to remove light pepper spots. Is there a belt that does it all? Or what is the best combination of just a few belts or belts/buff wheels/compounds? I have 1" and 2" belt grinders and can run any size wheel. Thanks.
 
Are you wanting to mirror finish or just clean up and give a uniform finish? My first thought would be a fine scotchbrite as it should get rid of the very mild spots and give a nice machine finish. If you are wanting a finer finish than that I would think a 400 or 600 grit belt followed by a cork belt or a felt polishing belt might be what you are after.

I've only started messing around with the different belt finish options so I hope someone more versed chimes in.

A loose muslin wheel, and Zam polishing compound run at 1750 RPM.

Id like the ability to have a mirror finish for knives originally finished that way - how do cork or felt belts compare to something like a Norton Norax 3000 grit? Im guessing they're similar as fineness except a cork or felt belt can be reloaded with compound vs a Norax that will ultimately wear out? Thanks!
