I believe that is a Pro-Venator or Pro-Grip (C-13) with Gary Blanchard engraved scales.

ceg nailed it. They were made in two patterns, the Wolf as shown in your photo, and the Eagle Head. There is also a Police with a Flying Eagle pattern, not seen as often.
