Who could make me a knife that...

... has a locking blade and a corkscrew? I know that there is a French maker (Claude Dozorme) who does one, plus I think one of the SAK makers has one also. But they look pretty plain.

I'm looking for something different; imagine a thin Laguiole "picnic" knife with traditional materials in the handle but with a locking blade. Or is this really tough to do, mechanically? Which custom makers might be willing to take on something like this?

I am almost certain that there is since very recently an Opinel (Opinels have a simple lock) with a corkscrew. That may be exactly what you need.
This being said, I have a Laguiole and I love these elegant things. For it's typical "gentleman"-like purpose it is not an issue that the blade doesn't have a real lock, but rather a spring that offers some resistance.

Yup, the Opinel #10, just ordered for under $40. Didn't know about the spring in the Laguiole. All the more reason to buy one. I understand though that not all Laguiole-style knives are of equal quality. Who makes the better ones?

Laguiole is a type of knive, and there is no trademark nor a "location trademark" (sorry don't know how to say it in English, I mean like champagne wine should officially only come from the champagne region), so they don't have to come from the village Laguiole. Some are even chinese or pakistanese. In general I think you cannot go wrong with one from "Forges de Laguiole", or one that says the place Aubrac on the blade. These are not heavy duty folders but they are very nice for a gentleman kind of use. A good Laguiole knife is never really cheap, and I have the impression that the well-known online dealers stock the good ones.
Notice that they have a cross set at one side of the handle. Historically, the people working on the land would stick the knife in the ground and then they had a cross to look at while praying.
I have this one.
