I realize Redwood Burl isn't the best choice for some knives, due to it's being a little softer than other woods, but I feel it should be fine for smaller knives that won't see hard use like chopping, etc... Especially, if properly dried and stabilized.
I also feel that Redwood Burl can be some of the most beautiful stuff out there! As proof, I offer these two pics of a couple of pieces I got on Ebay last week(actually, they should show up anytime now).
One piece is 2 and 5/8" X 4 and 5/8" X 1 and 1/4" and should make a nice small bowie/large hunter handle. The other piece is only 5/8" thick, but is 4" X 5 and 5/8". After stabilizing, these pieces should work out just fine, I'm thinking.
