If you just want to see how one works look here -

The bottom one is more or less the old common version. No one in the States makes them as a commercial product anymore because of laws and liability. If you do find one for sale it will most likely be a home made job, an old one from SouthOrd / Florida Knife Co ( who were their biggest sellers in the 80's/90's) , or illegally imported from Europe. I haven't seen any from China, but a few sellers from Poland and Eastern Europe have offered them on Ebay over the years in parts form.

I really kick myself for not buying one of the "real deal"

I thought the silly things were just a gimmick when I first saw them at a gun show.
They were selling a ton of them though.
That was back in the late 80s

nope.

illegal to even own in my state. you should check your own state, county and city laws and ordinances.....

Tula manufactured the NRS-2 for the Spetsnaz in the mid-80s iirc….I would imagine that there is quite a bit of information/misinformation on this project via the interwebs.

Maybe Putin is just trolling the internet and looking to stir up trouble :D

Isn'there wawhole forum devoted to these knives?

Oops: I thought it said "Baslisong" but it is BALISTIC.

As Rosann Rosana -Danna once said, "Never mind".

I found an old 90's resellers ad that someone put up for these -

There was never any military connection, it was all good story to sell the knives. Then around 1986, they managed to get them into the film Commando, and a couple of early books on Russia militaria, and the rest was history :).
