1. Why are there Rust Spots, Dots and Pitting on my black bladed, CS Recon 1 CTS XHP ? I only used it a few times. I store it in a plastic bag as part of my Collection

2. How to Prevent this rust, dots and pitting from Happening ?

Are the spots on the exposed edge or on the black coated part of the blade?
 
Do you put any desiccant in the plastic bag, or oil the blade.

Cts xhp is, I believe, is supposed to be less prone to rust than Aus 8a. I believe the finish they are using now may be a little less protective than the black paint like coating, but it is less prone chipping and scraping off.
 
I just throw mine in the drawer until it’s called for the day’s carry and never had any problems. Desiccants may help, and regular oiling as well. FrogLube has also worked for my knives so long as I wipe it of a few minutes later.

Are you in a high humidity area?

I'd recommend flitz,maas or simichrome.
 
I don't trust politicians or coatings, I think it gives a false sense of indestructibility(the coating). Really, how hard is it to clean and oil the blade, its second nature to me(maybe owning guns all my life). I would think that something has gotten on the blade to cause it. How its used and carried, I would analyze that. Don't like coatings except where needed for stealth, you can polish out scratches.
