Why do some folders not have a 1:1 blade handle ratio when there is enough clearance?

Or as close to a 1:1 ratio as it allows?

Many folders I've seen could've safely fit another 1/8 or so of blade length without safety concerns of the tip poking out, and there is enough clearance in the handle.

I'm designing a folder and I can make it 1:1 blade handle ratio but I'm just wondering if there's another reason to have the blade slightly shorter than it could be?
 
On a normal folder, as the blade lengthens the tip rises due to the edge curve needed to clear the end of the frame. This makes the tip closer to or above the frame. This can catch on the cloth in a pocket or on your hand as you stick it in your pocket. A true 1:1 folder is hard to do unless it has an open frame.
