Why does CS American Lawman have two sets of washers?

As the title asks, why is there two washers in the Lawman? One looks bronze or brass and the other looks like nylon. Any ideas?:confused:
 
Okay, so I was kinda bored last night. I took apart my Lawman and decided to take the teflon coating off. I used some 000 steel wool to get it off. To my surprise, the blade has what looks like astonewashed finish! It looks great. Cold Steel should have an option and sell it without the coating. I will post a pic if I can figure out how to.

Did the same to mine several months go. Much better in my opinion. Fortunately the teflon coating is very easy to remove!
 
I think that it slices through stuff better now. I had to cut up some cardboard yesterday and it sliced through with no problem. It somehow feels smoother without the coating. I am very happy with the result!
