Why doesn't Case have a section under the Manufacturer's Forum?

Because they haven't requested one. If they ask Spark, and will provide moderators for the subforum, they can have one.
 
They have a Facebook page, a web site, and a private forum for members of their Collector's Club. Perhaps they consider that to be a sufficient web presence.
 
Case, GEC and Queen are regularly discussed in the Traditional forum. IF you would like to talk about Case, you'll get happy participants there.

I prefer discussing brands in the general or traditional forum. Much better chance of healthy discussion as you can make cross-brand comparisons without upsetting the brand loyalist Apple cart.
 
Case already has their own forum (at their own site) for members of the Case Collectors Club. This also means they're already making money with their own forum in the process, because the Case Collectors Club is a paid membership. So, I'd doubt they'd have any interest in starting a new forum here or anywhere else, when they likely have nothing to gain for doing it.

As mentioned, there's plenty of relevant Case discussion in the Traditional Forum here on BF. Likely more objective & balanced too (with occasional exceptions), in that the discussions aren't restricted only to those willing to pay membership dues to be there, which I'd think might otherwise bias the discussions a bit. ;)
