Why is the OKC 493 M9 Bayonet so expensive?

I would suggest you look around a bit more. The typical pricing you will find is about 30% off suggested retail. 420 is not the lowest quality steel available. You see it use a lot on slip joints and some machetes. I did a quick search and I am seeing them listed for about $100.
 
As some folks already pointed out, you can get one for much less than MSRP (a quick search showed prices around $100).

About the steel, 420 isn't a great material for most knives (even the best varieties of 420 with excellent heat treatment like Buck's are certainly not up to pricier super steels) but I actually think it's not a bad choice for a bayonet. It's tough and very easy to maintain, edge holding will probably not be very good but that wouldn't be my primary concern with a bayonet. Soft 420 (Ontario runs it in the 55° RC range, if I'm not mistaken) will take a beating without breaking.
