Why So Few High-End Steel Framelocks?

A few years ago I had a Darrel Ralph EDC with carbon fiber scales and a really thick stainless steel liner. I think it has been the only high-end framelock/liner lock with steel for the liner. I know that titanium galls or sticks to a steel blade tang better than steel, but it is said to wear down more quickly also. The new BM Monochrome seems to be getting really good reviews and I would like to see a few custom makers and factories put out some high-end steel framelocks just for variety's sake. What do you guys think?
 
My only problem with steel framelocks is they weigh more than I like. For that reason, Ti is my top choice.
