Why temper in 2 cycles?

My apologies for my elementary questions. I do take notes so at least I won't ask the same ones twice. I couldn't find in my books what happens during that cool down stage between the 2 tempers. Why not just temper once for the full 4 hours straight through? I know the temps & times will vary, two cycles of 2 hours is the recipe I'm using.
 
The first temper removes the brittle of the marstanite and converts some retained Austinite to Marstanite which needs to be tempered.
Steel should be cooled to room temp between tempers.
 
Some high alloy steels benefit from 3 tempering cycles.

Don’t fall into the trap of trying to eliminate steps in the heat treating process.

Most customers and some makers are only concerned with the steel type and hardness. There’s a lot more to it than that.

You can’t see the heat treatment of a blade so some makers don’t give it enough attention.

Do the best heat treatment possible and you’ll never regret it, do a poor heat treatment and you’ll always worry about it.
