The dialog box on your screen shot does prompt to let the call go through. Sounds like an automatic security feature to prevent the phone from automatically calling any number is sees on a web site. You wouldn't want the phone to dial a random number to a foreign exchange and rack up a huge bill.
If you have initiated a call(s) through Safari and pressed 'cancel' more than once without completing the call you might see this.
Pressing "Allow Call" should reset the security feature, and in the future you should see the expected options to "Call" or "Cancel".
Sorry I don't know then. I tried calling them through Google like you did and it worked for me.
iOS 16 did add some security/privacy features but I don't know of any settings you can change manually.
Can you make a call if you dial the number directly?
