Chromcast says you can use your android phone to stream to the t.v. Does your phone have internet connection? If so you may not need WiFi but you'll be using data from your phone carrier.
I think chromcast just enables the link between your device and t.v. So if your phones got internet you should be good to go. I'm no computer tech though just trying to help.
As Shinyedges said, you can stream videos from your smart phone to your Chromecast. You do not have to have a WiFi connection to do this. Once you are within range of your Chromecast(plugged into your tv) a cast button should pop-up(on your phone, when you are playing a video), which when clicked will pair your phone to your TV. I don't believe that is how the Chromecast works. I think you have to have both the Chromecast and your android device connected to the same wifi network before they will work. I am not in front of mine now but I believe the only way it may work is to use "guest mode". I have never used it so I am not sure. Documentation says the casting device (android phone or tablet) does not need to be connected to wifi but it does not mention whether the Chromecast must be connected. How do I setup a hotspot ?
Boost is owned by Sprint. You have unlimited data, but limited high speed data. Using Chromecast will eat up your allotment very quickly and you'll be stuck on 2G (extremely slow - even by Sprint's standards) until your next billing cycle.
In your system settings, under "Wireless and Networks", there may be a "Tethering & portable hotspot" selection. If not, tap "More..." and it should be there. From there you can set up the hotspot (choose name and password) and turn it on.
However, it appears Boost has their own way of doing things, so this method is probably blocked, and/or you'll be redirected to an upsell page where they'll want to charge you $5/day for a paltry 250mb of hotspot.
There may be a way around this, which would require a 3rd party app like PdaNet+, but even that might not work. It'd certainly possible with root, but I'm guessing that you're not gonna want to mess with that.
