Will a LEO or knife dealer explain this to me ?

At the local gunshop, they do a huge LE business (uniforms, equipment, they scored the NJ State Police contract for S&W .40's).

They have a nice selection of knives (Spyderco, BM, CRKT, Buck, Gerber, SAK, etc). I think they would do a lot better business if they displayed them better - most of the BM's and Spyderco's are folded, in one of those counter-top carousel units. If it was me, I would line 'em all up - open, under glass for all to see.

Anyway, here's the thing - one of the models they do have under glass is the S&W "First Response" tool. This is the one hand folder with the scalloped serrated edge and the glass-breaker thingie on the end. It is displayed next to a sign (3 times the size of the knife!) saying that it is for sale to LE only. Why would that be ???
 
Neither a LEO or a dealer, but I am an amateur locksmith, and I know that there are legal issues involving all "Burglary tools". That built-in centerpunch definitely qualifies.

Thats the only thing I can think of is its a NJ state law on burglarious tools. Other that that I have no idea. Its certainly not a dangerous weapon.

I just got one for an Officer.There is no pocket clip, but they do come with a sheath. The window thing is a nice tool for EMT, Fire fighter for dropping a car window without smashing the glass into the crash victim/your fac. Its supposed to drop downward.
ASP makes a kubaton with this device in it now also.
