probably a stupid question but will one mill file cut another mill file?

If both are hardened,No - but it will ruin both.
If one has been annealed to make a knife,the the hard one will cut the soft one.

A Black Diamond will cut a Chineez made piece of crap. in most instances.

Heat whichever one you intend to make a blade out of to red hot temp,or non magnetic and let cool at room temp.you'll be able to file that bastard like theres no tomorrow.
