Several years ago I got a large piece of winged elm from a friend in Tennessee. I rough turned a bowl on my wood lathe and just today finished turned and sanded the bowl.
I am really impressed with this wood. It is extremely close grained and very hard. It has lots of color in the wood. It is so close grained and hard I don't think it would need to be stabilized.
I don't recall seeing any knife handles made of winged elm, but I think it would make a very nice handle. The piece of wood I used was heartwood from a large trunk. I have turned pieces from limbs and they are nice, but the heartwood from a large tree is spectacular.
Living in New Mexico, I don't have access to winged elm wood so can't try it on a handle till I get back to Tennessee and get some more of it.
