Wood blade folder?

I found a knife today in my grandfather's shop and was curious what it was used for. It has a wood flat blade on one end, with a normal metal folding blade on the other. The base of the blade is marked " George Wostenholms Celebrated 7-XL Cutlery. Any ideas? I was thinking the tip of the wood blade might be used for screw adjustments on old fuel systems, but it seems a brass blade would work just as well for no sparks.

That's not a 7, it's an I. I*XL. My bet is that it's a budding or grafting blade. Specifically, the wood blade is probably a bark lifter. It's of a non-steel material so it won't cut or further damage the plant. Are you sure it's wood? Google turns up I*XL budding blades made from ivory.

A picture would help.
