Out of the ones you mentioned, the Cold Steel has the best steel and would probably be your best bet. Your friend probably doesn't have a whole lot of access to sharpening(assuming he's not a knife guy) so something that will hold an edge a little longer would be good.
It looks like you're looking into more classy looking but still a hard working folder, something that looks nice but can pull its weight.
In your price range there are several options.
I would look into something like the Spyderco Sage 1 or 2, Spyderco Gayle Bradley, Spyderco PPT, Spyderco Caly 3 CF, Spyderco Caly 3.5 CF, Spyderco "R" Nishijin, Kershaw Blur CF.
If it doesn't have to be "classy" looking some other great EDC's would be:
Kershaw Rake, Spyderco Paramilitary 2, Spyderco Manix 2, Spyderco Native 5, Spyderco Stretch(ZDP).
There are many others but these are some good ones to look at with excellent steels, they look good, and all make great EDC knives. I personally would probably go with the Sage 1 or 2, Gayle Bradley, Para 2, Native 5, Caly, or "R". The Sage makes an awesome EDC though. But the Gayle Bradley, Para 2, and Native 5 are also amazing EDC's.
