Would this be considered a splitting axe?

This Vaughan Value Brand axe came from an estate sale for $1. A decent old haft came with it; just need to rehang it. I haven't come across one with a bit this long though- it's kinda hard to tell in the picture without the haft, but the bit/edge is very long.

It also has pretty stout edge geometry, flat cheeks, and weighs between 4 1/2-5 pounds (my bathroom scale isn't accurate enough to be sure).

Were these geared more towards splitting instead of using a maul, or is this just a less refined chopping axe since it was from the Value line?
 
It may be longer just for weight...Council's current 5 and 6-lb Daytons have long bits like that too.
 
it looks just like my 6lbs council flathead axe, you can use it for splitting but the original design of the flathead is a forced entry tool for structural fire fighting, not to be confused for a firefighters pick axe, that is different.
