I doubt anyone's going to be able to tell you much of anything without pictures. There are all sorts of things that someone might call "Japanese NCO swords."

Keep in mind that during WW2, lots of swords were produced by the Japanese. They were mass produced. They could have historical value, but not the same as a traditional forged katana.
Some Japanese did carry their heirloom swords to battle.
Just try to see which category it falls in. I'm no sword expert, by the way. But, this info is part of WW2 history.

Bump.
I have always liked these swords. I just saw one yesterday at a flea market. These swords seem very well made, considering they were mass produced. I need to do more research and I might like to get one.
Who has one or some?
