It looks all banged up and someone sanded the crap out of it to make it look marginally better. But as discussed that pivot pin does not look good.
I had an old Schrade 7OT that I took to a belt sander one time, to make it a 'back-pocket' knife. I was told not to carry it in a sheath at work, and I needed a good cutter for my job, so I rounded down all the edges. (Yes - I regret it to this day, but it's still one of my favorite knives.)
I figure that's what someone did to that Buck. However, that mangled pin is a turn-off for me. I wouldn't touch it.
