Just got this little guy in the mail today , keyword little.
It sports a 1.5 inch 420 blade with partial serrations. The titanium part comes from the greyish tube on the 'handle' , the titanium does not add anything to it other than less weight and a coolness factor , I guess. :p
The whole package screws neatly together and is meant to fit on a keychain , it is roughly the size of a small AAA LED pocketlight. I can envision keeping this in my jacket pocket, it's tiny blade is sure to pass muster on the most paranoid of sheeple (although you never know....)
I used it cutting up the box and envelope that it came in and it performed well enough , I paid a little over 10$ on eBay so I was not expecting top of line.

Pros ? Small/lightweight and pocket friendly , blade is big enough for small chores , office friendly to a point.

Cons ? The steel is not VG-10 but it's not junk either , decent high carbon stainless.
The Titanium tube part is the worst feature on this knife , why ?
Because it spins , in other words you have to turn the handle to take the top/lid off and if you do not grasp the very bottom while doing this , the whole handle spins in place , maybe they did this on purpose ? I think it would have been far better if the tube was stationary , I think that is something I can fix myself though.
A big plus to this knife would have been if they made it so the knife handle could screw into the opening of the lid , to give it a long handle if so desired. The added carabiner type clip does not fit directly into the handle like it should but then I do not plan on keeping this on a keyring.

Overall , for the price it is a handy little cutter.
I will give it 3 out of 5 thumbs
