My guess is the coin display is not in hand, but a ‘key’ that shows which number had which insert.
Probably owned by the organization. May even have been issued with each knife shipped from the lot and this pictured item no longer exists. Though it sure would be cool to have the set, when collecting each knife would be quite the task, owning one and be given this ‘set’ too as an ensemble would be more awesome.
