1-2-3 block question (stupid ?)

I picked up a cheap set of imported 1-2-3 blocks to use with the mill/drill I picked up a few months ago. Now I am confused since only 5 of the holes are tapped 3/8" and the other holes are too small for the same 3/8" bolt to pass through. My T-slot nuts and bolts are 3/8" so thought I could bolt the block to the mill table, then bolt whatever I needed to mill to the block. Are these things hardened or can I drill out the holes or tap them? Confused

I doubt the imported blocks are all that hard, although they were certainly hardened before being ground. Test with a file to confirm. You may still need a m42 or carbide drill/tap if its over 40Rc or so. Probably cheaper to buy a different setup block.
 
I have a set or two of the imported 1-2-3s and IIRC I think they are low to mid 50's RC.
 
The blocks are most likely case hardened. That means that only the outer surface of maybe 1/32" is hard. After that they will be soft inside.
 
Thanks, guys. I had had a long day at work and wasn't thinking clearly when i went out to the shop the first time. I ended up making 2 clamp bars longer than the 1-2-3 blocks and clamping the whole thing at once.
