Mineral Mountain is a good choice. Call Ted, tell him what you need, I'm sure he'll work with you. He's got a crew working for him now, last I heard, but these guys know how to heat treat 5160, with a blow-torch and hot oil. I've owned one of their early custom fighting axes for about 30 years, back when Lyzard was grinding for them, and brother Barry was getting them thrown out of gun shows. But, that's a story for another time. Too heavy for typical axe style outdoor field work, but as a breacher/fighter, it's practically indestructible.

These guys make tools, not toys. They're not pretty. They just work..

Indeed. I have 3 knives on order with MM right now. It appears that Robert is doing most of the legwork these days. I'm not sure how involved Ted is these days. I think I remember hearing about his failing health a while ago.
 
If you're looking for a "value" chopper, I'd recommend the Ontario SP8.

It has a 10" long/ 1/4" thick blade made w/1095 steel and a kraton handle that should stand up to splitting wood and chopping down small trees w/o any problem. It comes w/a nylon belt sheath that hangs comfortably at thigh level and only costs about $62 (street price). I've got one that I paid even less for.

Would a Woodman's Pal fit the bill if you are looking for a chopper?

Doesn't meet the OP's "requirement" of being 1/4" thick; it's only 1/8" thick.

Also while it's extremely good a clearing brush, which is what I believe that it was primarily designed for, I do not think it would hold up all that well (over time) as a chopper.

Of course, the Ontario SP8 that I've suggested would s*ck at brush clearing but would excel at chopping which is what it was designed for. There is no "tool" that can do it all and it's all a matter of picking the proper tool for the specific task at hand.
