Both are excellent high carbon steels. Both will rust unless reasonable care is taken. I would venture that given equivalent heat treat they would be difficult to tell apart. Cooper used 01, I believe. It's supposed to be a relatively forgiving steel for forgers.
In my experience, O1 seems to be a tad less prone to patina than 1095 (given equal care : quick cleaning after use and occasional light oiling). Cutting performance is very similar. I'd say the heat treat could make a great difference on such similar steels. I own both (pocket knives : 1095 by GEC, O1 by Aaron Forrest) and I like both : quite easy to keep sharp and goodlasting sharpness.
