Huh. Interesting Q. No, it has plastic square "loops" where you'd thread the straps through, but not buckles. Now I'm wondering what it is. It's a SOTech Chest Rig that's either a Tomcat (without adjustable sizing in the mag pouches) or a Hellcat of some variety. I got it as a Tomcat, but the more I look at images on Google, the more confused I become :D I get the sense there were several different flavors of these various rigs.
