Someone already made the perfect knife (IMHO) that is similar to the spec you listed OP:Look at the Fantoni HB01 m390 CF, perhaps.
ZT 0454 - CF handles, Ti subframe lock w/ steel insert, flipper, 4.1" CPM-D2 blade, milled Ti clip and backspacer
ZT 0452CF - CF front scale, Ti back scale / frame lock, flipper, 4.1" S35VN blade

Sounds like you may appreciate the ZT 452cf (4.1" blade), or a knifeart exclusive CF large Sebenza (3.6" blade).
filtrum, you know why you can't find what you want? Too many good knives out there, sooner or later you will see the right one.

To filtrum though, i get what ya mean. The zt0454 for example: if ZT kept making them, they would keep selling. You want cf scales with ti liners/a mid frame lock, so the cf is on both sides. I wish there were more of them too. But unfortunately the only ones i can think of are the $500+ bracket.
I just checked out the sigil, its a sweet knife. And the shirogorov's, zt0454, zt0777's are the only ones i can think of besides customs. Nfd538 has it narrowed down to some affordable ones, especially the 770cf. And Esav Benyamin wasnt attacking you, just throwing out a suggestion.
