No, tolerances on both knives are the same, or closer than you could measure.

It's centering is better and the flipping action requires no wrist flick at all. If i want my xm-24 dead center i have ro weist flick it open.

The XM-24 is easier to flip when properly adjusted and lubricated versus the 3.5" XM-18. I don't know if someone has messed with it since leaving Hinderer Knives, but I'd make sure they were properly assembled, adjusted and lubricated.
 
not saying tolerances are bad, not at all, but the xm-18 definitely is tighter. I bought the 24 new so it has not been messed with. I dissassembled and lubed them both and the xm-1! definitely is the better flipper. Indeed the xm-24 is smoother, but i think it has to do with sw vs blasted, however, when i am able to flip the 24 open, it has a slight preference to the g-10 side. the 18 is absolutely dead center. when i want the xm-24 dead center, i have to use a slight wrist flick.

the positiopn of the knife plays a role aswell, when the tip is up and then flicked, it will always go in open position without the need of a flick, when tip is down, you need a flick on the 24

With the disassembly and reassembly, lubrication and adjustments is what determines how easy they flip.
