3-Blade Split Back Seahorse Whittler - Bill Ruple

Hey Folks, I recently purchased this Whittler second hand by Bill Ruple and was unable to get the full history of the knife. I was was wondering is you can help me fill in the blanks?

1. Any guess on the time period of the knife?
2. Blade steel - CPM154?
3. Jigged handles - could they be Remmington bone?
4. It is common to have two pen blades?
