Unfortunately there's a real gap in the ~3" flipper market.
I agree. Based on the OPs requirements (non-assisted, framelock, ~$200), my advice would be to buy a Southard or wait for the new ZTs.
The BladeForums.com 2024 Traditional Knife is available! Price is $250 ea (shipped within CONUS).

Good thoughts. Seems like: order the nera now, replace that with the ZT 0450 when available.

I believe Kizer would get much more praise if they integrated tip up carry!
What about the Spyderco Techno and Sage 2.
Whoops. Missed that part!Great knives but they aren't flippers.
I was going to add to my first erroneous post that two great knives that I like are the Eros and the Swindle. Ken Onion has done a lot in the flipper frame lock gentleman's folder so CRKT & Kershaw have a few. There is a new Lionsteel model that meet the requirements stated coming out too but I believe that is in the $400 range. The upcoming ZT 0450 sounds like a good fit for what you're looking for. It's not out yet though. MSRP is $200, so MAP and likely street price should be closer to $160. In the meantime, you might take a look at the Nura 3.0. It's also a Sinkevich design, and is a slim, framelock, manual flipper with bearings. It's available now for about $30.
There are also the Ripple, Eros, or Swindle, which are also manual framelock flippers with bearings. The stainless steel handled Ripples are all framelocks, I believe. (The aluminum ones have liner locks.) The Swindle is also a pretty interesting design. I haven't handled an Eros, but they just released a new version of that with flat steel handles (vs. the Ti ones with the fancy milling).
Check out the Buck Vantage line
I have a Vantage and I think it is a Liner Lock.
