I happen to be stuck living in a state that only allows 3in or less blades and was looking further into getting a fixed blade. any suggestions that dont break bank?

What is "the bank"

Arno Bernard makes some nice ones; jackal, squirrel

But they're a bit pricier...

Then you got the Hazen outdoorsman or small 1095 series are a nice option.

Esee izula, Boker Plus cowboy, and cold steel mini pendleton on the lower end, $40-50 or so...

Ever tried them make a knife out of an old file ? It's fairly easy and a lot of fun.
It also doesn't take many tools , especially if you go lightweight and don't add handle scales.
( just need a drill+bits, belt sander or angle grinder,water , and a couple of hour's work )
If not I've heard good things about the crkt minimalist knives that aren't very expensive.

EK&T Companion, awesome compact fixed. The Giant Mouse GMF1 is looks pretty good, so does the White River Knucklehead. Esse Candiru or Izula are both nice too, Izula might be over 3"...I can't remeber.

I can recommend white river knives, I own a caper and it is an exceptional edc fixed blade. I also got a lot of use out of my Izula and it's great fun the money.
Also consider a mora #2/0 it's small and classic and very affordable.

For a small yet useful fixed blade, I often use a CRKT Minimalist, and they are quite inexpensive. For something closer to 3 inches, I would pick BK24 from Knifecenter for$40; it comes in at 3.25, but 10 minutes with a grinder will fix that. Just keep it cool with water as you work. You can wrap the handle in paracord, or blow another $15 for a set of handle scales at the same time, which is totally worth it.

I love my esee izula. Fantastic little edc fixed blade. Inexpensive and tough as hell.

Good point.
If I absolutely needed a knife blade under a certain length and the one I really wanted was just over, I'd do exactly as you suggest.
