The best 3v is gonna come from Nathan at Carothers Performance Knives. He has developed a special heat treat process referred to as delta 3v. Do some reading around on the CPK subforum here; delta 3v is loved by just about everyone who has used it.

Nothing in particular. I’ve always wanted to try 3v (I actually have a 3v knife, buts it’s a first production run so I’ve never used it). My biggest concern is how hard 3v steel would be on a wet stone.Are you looking for a particular model?
Otherwise, there seems to be a pretty health stock/rotation of the the Behemother, Kephart, DEK1, and FK2 (Hard-Thin Variant) on their website. Quite a few handle options with the Kephart and FK2 as of the time of this comment, as well.

Do you recommend any particular diamond stone?Depends on what kind of whetstone.
Arkansas? Fuggedaboutit (I mean, you can, the results might be less than stellar because the stone doesn't have aggregate hard enough to actually cut the main carbide in 3V [Vanadium Carbide is around 9-9.5 on mohs, novaculite is at 7], so your apex finish might not be the finish that's stated for the stone, that and it will take a lot longer than ceramic or diamond).
Ceramic? Depends on the type of ceramic but they should all be good since the carbide content isn't crazy high on 3V (less than 10% I believe).
Diamond? Pretty much the way to go for sharpening anything these days (until we have materials harder than diamond to work with).
Hard to argue with you hereIf you want a superior steel but are afraid of it because your sharpening skills are not up to snuff, then it's time to invest in yourself. The skills needed to sharpen 3V are not that difficult to learn.
