I would suggest that you look at Benchmade Reistor (3.4" blade) and activator (2.1" blade).
If you can spend a little more money there is a host of small fixed blades from various custom makers. Bob Dozier and Gene Ingram make excellent small fixed balde knives out of D2 steel. Bob Dozier is probably the most famous of them with a number of suitable designs. KM-6 Arkansas toothpick would be my recommendation there. Gene Ingram also makes a number of small fixed blade knives of superb quality: #12 Drop Point, #7, Litestrem (thin and efficient cutter), #20B (if you like bolsters).
Personally, I am very partial to Gene Ingram knives. They are very well made and balanced.
Also, for a small knife that may be carried around a lot I would go with stainless or near-stainless (D2) steels.

Other than the obvious. Like what feels good in my hand. Who has high quality steel, good balance, ergonomics etc. I've been eyeballing the Spyderco Kumo, but the legal blade length in my state (VA) is 3.5" I believe. I forgot to mention fixed blade only. No folders.

I live in Virginia and don't know that I've seen anything about particular blade lengths posted. I carry a Chris Reeve Sebenza. I also either carry a Burt Foster Blue Collar Hunter or a Burchtree Cashmere.

Can someone direct to a location that list specific lengths of fixed blades and folders. I do know some types of knives are illegal.

I don't "need" one. I want one.
Ah ha.... A good answer. Have you looked any custom knives?
Small tacticals in that category can be had fairly cheaply.

Oh, come on. Leave the guy alone.
Hey, I'm not trying to pick on anyone, it just sounded a little unusual to me. We generally refer to those types of knives as tactical, since you're not actually going to be using it in a combat situation. (I hope)

I also suggest you check out Bob Dozier. Additionally look at Tom Krein's knives and Bud Nealy's knives.

This is interesting. I read and read the knife laws in Virginia. I have a concealed permit, which says pistol on my card. I went to the Clerk of the Court and asked if I could carry a knife? After two weeks the Clerk said that the court records say "weapon" not pistol. She checked with the county sheriff and he agreed. The answer was given to me this tuesday 25 April 06. So I feel I can carry those knives mentioned in the law. I do not have any intention of carrying a butterfly, auto , shooting blades or shirkens. However I do carry a knife that has a sharpened top edge. This is what concerned me getting an over zealous trooper and getting cited.

However I do not remember seeing a length mentioned in the law.

What I remember is no numchucks, no bowie, no daggers ,no dirks , no knives that the blade shoot out from the front. There are others.

Since I not into auto's or butterflys. The knife I carry is a MOD stinger and it has the top blade sharpened.

I said this in others posts that all fixed blade knives are a no no in Maryland. However they have not length on folders.

Perhaps you need to visit the local sheriff or commonwealth attorney. Perhaps you already have a concealed carry permit.

Well since blade length doesn't seem to be an issue, concealability & my budget still are. I'm not really looking to spend more than $120 at the moment. I'd really like to find something partially serrated as well. Again thanks for all of the input.

Well, it seems that the Boker Bud Nealy Specialist could be the one.

It's got a specialized sheath system, designed specifically for concealability under a suit.

I have one, it's a great blade. 440C, G10. Made in Germany. Designed in America by custom knifemaker Bud Nealy.

Here are some pictures:

It's right in your price range, too.
