460 v vfd useless?

That is an impossible question to answer with the info given. You'll have to look at the specs for that VFD, but since it's a 460 volt, I expect it's 3 ph input, and only good if you have 3 ph at your place.
 
My guess is that there is no practical way to use it ... unless you have 3Ph 460V power at your shop .... in which case you wouldn't be asking .... so NO.
 
.75 Kw is only 1 horsepower. But without a manufacturer and a model number that's about all I can offer
 
It can probably be modified, with a proper de-rating, and replacing the input capacitors, to operate on single phase 220v. However if it's only 1hp, I wouldn't bother.
 
I think "Delta" is the manuf and "VFD-M" is the model number series. This is a link to the manual for the VFD-M series drive. http://goo.gl/dP3ftH

Look on page 1-2 to understand the full model number that should be on the tag on your drive. The serial number info is there also. If it's something like VFD-007-M-xx-y, the 007 shows it's a .75 kw, the xx = 43 says it's 460 volt 3 ph only. "IF" there is a "11" for the xx, then it would be 115 volt 1 ph.
