In your price range, check out the following:
- Kershaw Scallion
- Kershaw Chive
- Kershaw Leek (blade length is right at 3")

Just slightly above your price range (up to $70):
- Spyderco Dragonfly
- Spyderco Delica
- Spyderco UK Pen Knife
- Spyderco Urban

If you are concerned about startling people who are not accustomed to seeing knives outside of a kitchen, and I presume there are many like this around D.C., then you may also want to look into a more traditional slipjoint or lockback for your EDC. There are many excellent options in this category that fit within your budget.

Youre spot on in regards to startling people. Thats one of the reasons I want the blade to be sub 3 inches. The odds of getting cited for having a blade thats a bit too large are small, but its something I'd prefer not to worry about when carrying an EDC.

I really like the Buck Select 112, which another poster suggested, but its got me thinking about what other knives I would buy to complement that one, and I'd rather not go down that road so soon.
 
Buck Vantage Avid, with the rosewood handles.

I am digging this knife. Its high on the list of contenders. Its in the same boat as the Buck select 112. I feel like I"d be knife shopping 30 seconds after buying this knife, and I don't want to do that. There has got to be a knife out there that keeps me satisfied for more than 30 seconds.
 
Update:

I really like the look of the Pilar II all black knife (although I"d eventually want to replace the handle with another color.) Looks like its sold out everywhere though. Anyone have any idea on when they'll be back in stock?

Also, I really love the Mini Spitfire Buck, but I've read a bunch of reviews that say they're not great. Anyone know of a knife with a similar handle/blade design?

Although I have more expensive knives in that size range, my most carried EDC knife in the 3" and under length is one of my many Buck 112's. Also, the 112 LW and 112 Slim are usually in the $30 range, and the slim has a pocket clip and thumbstud. I also really like the LM Crater (although I sanded the edges of the scales).

If you like modifying the knife, don't mind sharpening out of the box, and don't mind traditional, the smaller Opinel's are great value knives too.
 
I agree with the recommended Rat 2 and the recommended small Vantage. Both are good values.
 
Yes, the atmos is a stunner, especially considering its price. Really love mine, want an xl version badly. Got a concierge the other day (Kershaw version of the shirogorov cannabis) and it's great as well but over 3 inches.
 
Civivi offers some of the absolute best knives under $50. You'll get good materials, quality fit and finish, excellent action, solid lock-up, deep-carry clips, and decent steel. (The Kershaw Atmos is nice but the steel is better on these.) Here is a list of the sub-$50 Civivi knives at Blade HQ. Some are currently sold out but if you like a design that is, just look around or give it some time.
