I have a piece of 52100 that has been forged flat to make a stock removal knife. Should I anneal then shape, profile, and grind. Then normalize 3 times to refine the grain structure befor hardening?
 
No! Go ahead and grind, then normalize three times, Go to critical and quench once, temper three times. I have it on very good advice that your normalizing cycles should be from about 1300!

Yes annealing will make it the softest! If you have to, anneal it first! Is it real hard now, or did the forger leave it workable?
