Well my guess would be that the system was busted - for it worked for illegal export. They just pulled the chain...
By illegal I mean that mammoth was exported without any paperwork and permits, probably as pieces of a modern furniture or some other crap. That is quite common in Russia. For shadow dealers it is easier to pay some corrupt customs officers than go through the whole long and painfull process of official export paying along the way... But obviously there is some risk involved - particularly when they get greedy and cut off some people in the system... :rolleyes:
