No no no, you have it backwards, you have to weld the filler plate on to the sump BEFORE you weld the sump to the pan. If you weld the sump to the pan first it will warp and the filler plate won't fit properly.

And remember turn the amperage down to about 12 and set your wire feed at 650 ipm when you use the .023 wire.
