I am attempting to decide if I am wasting time with an unrealistic search, or if it is possible to get a folder, plain edge, heavy duty, blade of close to 4 inches in this price range, used or street price new for about $75.00. Blade can be made from very common place steel, but something that doesn't look or feel like a super dirt cheap knife.

Any thoughts?

Thanks everyone.

Buck CSAR-T folder. 3.5" blade, but otherwise matches what you were looking for to the t.

Cold Steel Recon 1 would fit the bill. Also, I think kershawguy has some Junkyard Dog blems with the composite edge that would be close to what you're looking for.

Cold Steel American Lawman perhaps? It's also a 3.5" but I've heard some good things about it.

Cold Steel lawman triad lock strong as hell 3 1/2 blade AUS8 steel good for EDC $68

Kershaw Junkyard Dog II composite fits that request any day of the week imo. Its a win win if you can look over the pocket clip, which is a love-hate kind of thing.

If you are looking for BEEFY the CRKT "The Natural" is a beefy folder for sure. The CRKT web-page lists the specs as: open length = 9.25" , blade length = 3.88", and a weight of 10.4 oz. Blade steel is 8Cr13MoV, which isn't super-steel by any stretch but is completely functional stainless and easy to sharpen. Although CRKT MSRP is $99.99, they can be easily found under your $75 limit. I have no personal experience with the larger "Natural" as I have a "Natural 2" and even though mine is the small version, my knife it is still quite substantial at 6.5 oz. It has a very thick frame-lock, fits well in the hand and has the look and feel of a much more expensive knife than the $55 I purchased it for. The filework along the spine is very even and well done on mine. However, I must admit, the design is a bit polarizing. Seems as though people either like the look or are immediately or put off by it.
