I've only personally seen someone do it once, and so much else was wrong that the results were meaningless (overheated in the forge until the foil stuck to it, blade was cooked damn near to melting point)
I can't imagine you'd have luck with it though. The foil packs either have air in them, or puff up from having a piece of paper put in to burn up the oxygen. Either way the layer of gas between the blade and foil would provide insulation.

The quenchant needs to be in direct contact with the blade for predictable results. If you want to minimize decarb with oil quenching steels, use one of the various coatings like Brownell's anti-scale coating.
