Couple of Colonial Barlows

It certainly seems that this type of knife is pretty much a thing of the past? I'm wondering if that is so in other parts of the world.
 
It is funny that they were given out as Safety Awards in the past. Now if you carry a knife to work it is a weapon not a tool.
 
They’re not totally a thing of the past. A few years ago for Christmas I got a CV yellow delrin Case peanut from the local auction yard where we sell some cattle. It had their logo on the scale. Not a bad little Christmas present.
 
Any ideas on what Soligen maker used reclining lion tang stap?

It's hard to read, but I think the name above the lion is "C.IÜITERS&Cie"
The "IE"(?)is in caps, but half the font size as the rest of the name.
On the back of the main blade, on two lines is "Soligen" over "Rostfrei".
Isn't "Rostfrei" German for "Stainless" or "Rust Free"?
The back spring has patina, so must be carbon steel.
Closed length is 3 9/16 inches.
Knife at one time had a decal or imprint of a cruise ship on the mark side cover, so I'm pretty sure it is an advertising knife.
Covers are (probably fake) MOP, no bolsters.

Sorry to bother you, but have you ever heard of a "SEEMEEL" knife?
"SEEMEEL" is in a fish on the mark side cover.
All that is on the tang stamps are
"Stainless/Sheffield/England" on three lines.
If I had to guess, the covers are stainless steel.
