If you must have a locking blade the Opinel no.6, 7 or 8 in Carbon steel are good inexpensive locking knives.9-25$ price range. My Opinel number 7 cost me 9$ new on ebay.
If there is going to be a lot of "poking holes in cans" get a SAK. Victorinox Celidor models like the spartan or tourist or recruit. My favorite Celidor Vic is the Huntsman, basically a spartan with scissors and a saw. You can get used Huntsmans on ebay for under 10$ U.S.
And as previously mentioned the Vic Alox Soldier/Pioneer/Farmer/Cadet/CadetII are great knives.
You're right about the hardness. However, the core is made of Uddeholm 2140 (AISI O1).The steel is a 1095 carbon laminate with a 61-62 RC core
