advice for small fixed blade knife...

Third the Ontario RAT-3

good slicer (full flat grind & 1/8'' stock)
above average stainless steel (D2)
micarta handles (fine for medium sized hands)
durable coating
great sheat (manfactured by bladetech)

I second Mentor's recommendation--the Becker Necker BK11.

It's a very handy size, light weight, and you can do your own handle mods.

Not a high end knife but the CRKT Falcon fixed blade had a place around my neck nearly every day. Small, unobtrusive, with a good belly, stainless, full tang. Around $20- will not hold an edge forever but is easy to sharpen. If neck knives are not your thing it does come with a sheath swivel.
 
According to Benchmade, the outbounder is now made out of D2 steel instead of 440C...I'm not sure what the advantages/disadvantages are, but just for info.
