has anyone come across any nice frame lock knives that are around 3-4" and are in the sub $100 range?

+1 on the Byrd Catbyrd. Someone gave a friend of mine one for Christmas and that thing is an absolute tank. Very nice fit and finish for $30
dollar knife. (I've orded a couple to carry in my vehicles and another for the tackle box)

Kershaw Storm, Leek, Cyclone!

...except the Cyclone part :P The framelock version of that is one expensive little sucker these days

The Leek deserves another mention, it's a great little knife.

I've heard that the CRKT Drifter stainless is a good framelock for the price, but I've never tried one myself, so I can't vouch for it.

Boker Plus M-Type. Phenomenal value and design (the same for the rest of CLB's designs).

I recommend the Kershaw Barrage. Tip up or tip down carry with a 3 1/4" blade and 7 5/8" overall. The steel is Sandvik 14C28N and I have found it to be similar to AUS8 in terms of edge holding and ease of sharpening. 14C28N has Nitrogen in it and is supposed to be just about corrosion proof. I havn't had any issues with my Barrage rusting. Good luck!

Kershaw
Storm or Storm II, Leek, Scallion, Shallot, Barrage, OD-1, Scamp. Most of those are available with a damascus blade and still come in under $100.

Boker
Subcom, Subclaw, Hyper, Trance, M-Type, Wharncom, Rescom.

I've handled the CRKT Drifter and it seems nice for $20, but the Boker Trance is much better for only $6 more. Colt has some inexpensive frame locks that look exactly like the Sanremu ones mentioned, but I've never seen one in person, so I can't comment on any of them in terms of quality. The Benchmade Monochrome is a really nice design, and in the $35 price range. The Byrd Catbyrd is okay. Not great, but okay. I played with all eight at the store and they all had stiff, sharp locks. They're discontinued now, but you can still find them.

My last search for a frame lock turned up a Kershaw RAM; not a frame lock at all, but everything I wanted in a folder with a great price tag ($50).

The Boker Trance's blade is 2.75" but feels like a bigger blade. It's got a solid framelock, tip up or down carry, and AUS8 blade. Good stuff!
